The Executive Office of the President (EOP) consists of those people who are often regarded as the most powerful in Washington, DC. These are the people that make up the President's immediate staff and are, many times, his closest aids and advisors. Their responsibility is to support the President in the "development and implementation of the policy and programs" (2) that he desires to initiate.
Perhaps the most influential member of this group is the White House Chief of Staff, who, for some Presidents, has assumed tremendous amounts of power and responsibility. Andrew Card is the current Chief of Staff, serving President George W. Bush.

Within the Executive Office of the President one will also find such offices as the National Security Council (NSC) , the Office of Management and Budget (OMB), and the White House Military Office. The number of entities within the EOP may vary from administration to administration when and where it is deemed appropriate to either add or cut certain offices. Worth noting here is that while the EOP as a perceived entity within the executive branch is subject to FOIA stipulations, such application of the law is dependent on the specific office within EOP. As the President himself is not bound by FOIA , those offices who "whose sole function is to advise and assist the President are not subject to FOIA" as well (6).
